The DART EOS utilizes a comprehensive web based computerized emergency management system. This 'Emergency information system' provides complete message management and total task tracking. DART EOS is responsible for the operations and management of the Emergency Operations Center.

DART EOS personnel train as required to support emergency operations. Typically, they train an average of 40 hours per year. They are also required to participate in at least two major functional exercises each year and at least two tabletop exercises.

The Ames Moffett Consolidated Emergency Operations Center (EOC) is a joint use facility. The EOC serves the greater Moffett community, which includes the California Air National Guard, the Air Force, the US Army, the Naval Air Reserve, FEMA, and NASA Ames Research Center. NASA Ames manages and operates the EOC.

The Ames Moffett EOC follows a modified version of the State of California's Standardized Emergency Management Systems (SEMS) approach to disaster management. The EOC is subdivided into 4 functional areas; operations, planning, logistics and communications. Over 3500 square feet of building space is utilized by the EOC.

Upon activation, the EOC may be staffed with as many as 30 personnel and as few as 7. The EOC has a volunteer support staff of approximately 20. DART EOS's primary function is to track and record pertinent events during the emergency and provides critical administrative support. They can also be called on to support the planning and logistics functions. Frequently, they have the responsibility to represent DART functional responsibilities such as rescue, damage and utility control, hazardous materials response and medical. The other members of the EOC staff are comprised of command, general and technical personnel.

The organizational structure is based on four primary functional areas: command, operations, planning and logistics. Overall command is provided by the Director of the EOC. Initially, the EOC Director will be the senior on site NASA Ames executive. The EOC Operations Chief is responsible for command oversight of all field operations. Scene Command is provided by the senior on-site response specialist that has jurisdiction. Planning supports command by providing long range planning. Logistics provides support to operations.

The emergency communications center is state-of-the-art and is capable of providing vital communications in all but the most extreme conditions. It is equipped with FAX machines, digital trunking, digital satellite television reception, scanners, telephone encryption, INMARSAT satellite hookups, a weather monitoring system, Internet connectivity, desktop video-teleconferencing, computer printers/scanners, data/phone network monitors, a audio recording system for all communications devices, radio communications (all frequency bands, analog and digital), and an extensive phone system.

Training Requirements:

All members of the team are required to be proficient in the use of the EOS's web based EOC.

In addition to EOC web based training, all staff members are required to take a sixteen-hour course in the Standardized Emergency Management System (SEMS) and the Incident Command system (ICS), and an eight-hour course in Emergency Operations Center Support.

Training on CPR, advanced first aid, and critical stress management counseling is also provided if desired.

Annual Drills and Table Top Exercises:

Each team member is required to participate in at least two annual drills. Drills/exercises can be either table top or functional. Each drill is nominally four hours long.
